Qn: What are the thumb rules for a layman to take care of his heart?

Ans:
1. Diet - Less of carbohydrate, more of protein, less oil
2. Exercise - Half an hour's walk, at least five days a week; avoid lifts and avoid sitting for a longtime
3. Quit smoking
4. Control weight
5. Control blood pressure and sugar

Qn: Is eating non-veg food (fish) good for the heart?

Ans: No

Qn: It's still a grave shock to hear that some apparently healthy person
gets a cardiac arrest. How do we understand it in perspective?

Ans: This is called silent attack; that is why we recommend everyone past the age of 30 to undergo routine health checkups.

Qn: Are heart diseases hereditary?

Ans: Yes

Qn: What are the ways in which the heart is stressed? What practices do you suggest to de-stress?


Ans: Change your attitude towards life. Do not look for perfection in everything in life.

Qn: Is walking better than jogging or is more intensive exercise required to keep a healthy heart?

Ans: Walking is better than jogging since jogging leads to early fatigue and injury to joints

Qn: You have done so much for the poor and needy. What has inspired you to do so?

Ans: Mother Theresa , who was my patient

Qn: Can people with low blood pressure suffer heart diseases?

Ans: Extremely rare

Qn: Does cholesterol accumulates right from an early age
(I'm currently only 22) or do you have to worry about it only after you are above 30 years of age?

Ans: Cholesterol accumulates from childhood.

Qn: How do irregular eating habits affect the heart ?

Ans: You tend to eat junk food when the habits are irregular and your body's enzyme release for digestion gets confused.

Qn: How can I control cholesterol content without using medicines?

Ans: Control diet, walk and eat walnut.

Qn: Can yoga prevent heart ailments?

Ans: Yoga helps.

Qn: Which is the best and worst food for the heart?

Ans: Fruits and vegetables are the best and the worst is oil.

Qn: Which oil is better - groundnut, sunflower, olive?

Ans: All oils are bad .

Qn: What is the routine checkup one should go through? Is there any specific test?

Ans: Routine blood test to ensure sugar, cholesterol is ok. Check BP, Treadmill test after an echo.

Qn: What are the first aid steps to be taken on a heart attack?

Ans: Help the person into a sleeping position , place an aspirin tablet under the tongue with a sorbitrate tablet if available, and rush him to a coronary care unit since the maximum casualty takes place within the first hour.

Qn: How do you differentiate between pain caused by a heart attack and that caused due to gastric trouble?

Ans: Extremely difficult without ECG.

Qn: What is the main cause of a steep increase in heart problems amongst youngsters? I see people of about 30-40 yrs of age having heart attacks and serious heart problems.

Ans: Increased awareness has increased incidents. Also, edentary lifestyles, smoking, junk food, lack of exercise in a country where people are genetically three times more vulnerable for heart attacks than Europeans and Americans.

Qn: Is it possible for a person to have BP outside the normal range of 120/80 and yet be perfectly healthy?

Ans: Yes.

Qn: Marriages within close relatives can lead to heart problems for the child. Is it true?

Ans : Yes, co-sanguinity leads to congenital abnormalities and you may not have a software engineer as a child

Qn: Many of us have an irregular daily routine and many a times we have to stay late nights in office. Does this affect our heart ? What precautions would you recommend?

Ans : When you are young, nature protects you against all these irregularities. However, as you grow older, respect the biological clock.

Qn: Will taking anti-hypertensive drugs cause some other complications (short / long term)?

Ans : Yes, most drugs have some side effects. However, modern anti-hypertensive drugs are extremely safe.

Qn: Will consuming more coffee/tea lead to heart attacks?

Ans : No.

Qn: Are asthma patients more prone to heart disease?

Ans : No.

Qn: How would you define junk food?

Ans : Fried food like Kentucky , McDonalds , samosas, and even masala dosas.

Qn: You mentioned that Indians are three times more vulnerable. What is the reason for this, as Europeans and Americans also eat a lot of junk food?

Ans: Every race is vulnerable to some disease and unfortunately, Indians are vulnerable for the most expensive disease.

Qn: Does consuming bananas help reduce hypertension?

Ans : No.

Qn: Can a person help himself during a heart attack (Because we see a lot of forwarded emails on this)?

Ans : Yes. Lie down comfortably and put an aspirin tablet of any description under the tongue and ask someone to take you to the nearest coronary care unit without any delay and do not wait for the ambulance since most of the time, the ambulance does not turn up.

Qn: Do, in any way, low white blood cells and low hemoglobin count lead to heart problems?

Ans : No. But it is ideal to have normal hemoglobin level to increase your exercise capacity.

Qn: Sometimes, due to the hectic schedule we are not able to exercise. So, does walking while doing daily chores at home or climbing the stairs in the house, work as a substitute for exercise?

Ans : Certainly. Avoid sitting continuously for more than half an hour and even the act of getting out of the chair and going to another chair and sitting helps a lot.

Qn: Is there a relation between heart problems and blood sugar?

Ans: Yes. A strong relationship since diabetics are more vulnerable to heart attacks than non-diabetics.

Qn: What are the things one needs to take care of after a heart operation?

Ans : Diet, exercise, drugs on time , Control cholesterol, BP, weight..

Qn: Are people working on night shifts more vulnerable to heart disease when compared to day shift workers?

Ans : No.

Qn: What are the modern anti-hypertensive drugs?

Ans : There are hundreds of drugs and your doctor will chose the right combination for your problem, but my suggestion is to avoid the drugs and go for natural ways of controlling blood pressure by walk, diet to
reduce weight and changing attitudes towards lifestyles.

Qn: Does dispirin or similar headache pills increase the risk of heart attacks?

Ans : No.

Qn: Why is the rate of heart attacks more in men than in women?

Ans : Nature protects women till the age of 45.

Qn: How can one keep the heart in a good condition?

Ans : Eat a healthy diet, avoid junk food, exercise everyday, do not smoke and, go for health checkup s if you are past the age of 30 ( once in six months recommended) ....

Sometimes back I have brought it to the notice of our brethren about the need to make our children find the place in the echelon of the Govt. Of India and State Govt. like IAS/IPS, Deputy Collector/DSP in the world of dwindling charm of software professionalism. I have received encouraging responsive mails from our brothers. Well wishers may ponder over the imminent need of starting the training institution urgently. I have visited the academy established by Mr. Saidai Duraisamy, Ex. M.LA at Saidapet to train in Main Eaxamination for I.A.S/I.P.S. He is conduction the coaching free of cost of boarding and lodging. The Academy was successful in sending 26 persons out of 97 persons selected for the I.A.S/I.PS during current year. He is willing to take our recruits if preliminary training is conducted. He is also willing to spare a Course Director to guide us. I have meetings with Sadak Trust Chairman Mr. Hameed Abdul Qadir on 26.6.09 morning and handed over a project report to start preliminary training in his institution. 2o days’ back I have also met AIMs Eduacational Institution Correspondent Mr. Segu Jamaludin and requested him to explore the possibility of starting a training academy at Chennai or in his institution premises at Avadi. He said that he would consider after the admission to Engineering College is over.

I make fervent appeal to our brothers and sisters of Muslim community to open vistas of the employment in the Central and State Governments so as to ensure our proper representation and make their livelihood in decent way in the competitive world. Every Mugalla and Association should have an employment guidance bureau to help our brothers and sisters.

H) Scheme of CS (Preliminary) Examination:

The Preliminary Examination consists of two papers of objective type

(Multiple choice question) carrying a maximum of 450 marks.

The question papers (test booklets) are set in English and Hindi

Paper-1 General studies : 150 marks

Paper-2 one of the optional subjects to be selected

from the prescribed optional subjects

mentioned above : 300 marks



I) Appearing for Main examinations;

The students who passed the preliminary examinations alone are eligible for sitting the Main examinations and the emanations will be conducted in the month of Oct/Nov. The current year examinations schedule is given below:

K) General questions commonly asked about the Central examinations:



Q1. Is there any relaxation in number of attempts for physically handicapped?


Ans. No . However physically handicapped candidates belonging to SC, ST and OBC categories will be eligible for relaxation in number of attempts provided to such categories.

Q2. Can a candidate who has completed his education from an open school/ University apply for Commission’s Examination’s

Ans. Yes, provided it is a recognized University and he possess the educational qualifications prescribed for the exam and is otherwise eligible.

Q3. Whether a candidate belonging to a community included in the OBC list of states but not in the Central list of OBCs is eligible for age relaxation, reservation etc. for Commission’s examinations?

Ans.No. Only candidates belonging to communities which are included in the Central list of OBC’s are eligible for such concessions.



L) Civil Service Examination

Q.1. Can a candidate choose an optional subject, which he has not studied at graduate/PG level?

Ans. Yes.

Q.2. Is it necessary for a candidate to take the same optional subject in the Main Exam, which he had taken in the prelims Examination?

Ans. No.

Q.3. If a candidate has applied for the CS (P) Examination but has not appeared at any paper in the CS(P) examination will it be counted as an attempt?


Ans. No. An attempt is counted only if a candidate has appeared in at least one paper in CS (P) Examination.

Q4. Is a candidate who has done his graduation without passing class X and class X11 eligible for Civil Service Examination?


Ans. Yes.


Q.5. Can a candidate write different papers of Civil Service (Main) Examination in different languages?


Ans. No, Candidates have the option to write their answers either in English or in any one of the Eighth schedule languages.


Q.6. Can a candidate write the Civil Service (Main) Examination in English and take the interview in Hindi or any other Indian language?


Ans. If a candidate opts an Eighth schedule language for the CS (Main) Examination he will have the option to take the interview in same language or in English.

IMPORTANT

1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:

The candidates applying for the examination should ensure that they fulfil all eligibility conditions for admission to the Examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions.

Mere issue of admission certificate to the candidates will not imply that his/her candidature has been finally cleared by the commission.

Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test.

2. APPLICATION FORM::

Candidates must apply in the Common Application Form devised by the Commission for its examination, which can be purchased from the designated Head Post Offices/Post Offices (specified in Appendix-III of the Notice) throughout the country against cash payment of Rs. 20/- (Rupees Twenty only). Each such Form can be used once and only for one examination.

In case of any difficulty in obtaining Application Form from the designated HPO's/POs, the candidates should immediately contact the concerned Post Master or UPSC's "Form Supply Monitoring Cell " over Telephone No. 011-23389366/Fax No. 011-23387310.

Candidates are advised to read carefully the "Instructions for filling up the Application Form" given in Appendix-II of this Notice.

3. LAST DATE FOR RECEIPT OF APPLICATIONS:

All applications must reach the "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069" either by hand or by Post/Speed Post or by Courier, on or before the 08th June, 2009

Candidates should note that applications will be received by hand, only one at a time, at the designated counter(s) and not in bulk, till 5 PM only.

However, in respect of candidates residing abroad or in certain remote areas specified in Para 6 of this Notice, the last date for receipt of application by Post/Speed Post only (not by hand or by Courier) is 15th June, 2009

4. PENALTY FOR WRONG ANSWERS:

Candidates should note that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question Papers.

5. FACILITATION COUNTER FOR GUIDANCE OF CANDIDATES :

6. Mobile Phone Not Allowed:


(a) Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.

(b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangement for safekeeping can not be assured.



7. Candidates are advised not to bring any valuables/costly items to the Examination Halls, as safe keeping of the same cannot be assured. Commission will not be responsible for any loss in this regard.

The Centres as mentioned above are liable to be changed at the discretion of the Commission. While every effort will be made to allot the candidates to the Centre of their choice for the Examination, the Commission may, at their discretion allot a different Centre to a candidate, when circumstances so warrant. Candidates admitted to the Examination will be informed of the timetable and place or places of Examination.

The candidates should note that no request for change of Centre would normally be granted. However, when a candidate desires a change in Centre from the one he/she had indicated in his/her Application Form for the Examination, he/she must send a letter addressed to the Secretary, Union Public Service Commission, giving full justification as to why he/she desires a change in centre. Such requests will be considered on merits but requests received in the Commission’s Office after 8th July, 2009 will not be entertained under any circumstances nor will such communications be replied to.

3. ELIGIBILITY CONDITIONS :



(I) Nationality : No person who is not a citizen of India shall, except with the consent of the Central Government signified in writing be appointed or employed under these Rules.

Provided that nothing contained in these rules shall debar the appointment, enrolment or employment of a subject of Nepal or Bhutan under these rules.

(II) Sex: Both Male and Female candidates are eligible for appointment to the post of Assistant Commandants in CRPF and CISF. However, for appointment to the post of Assistant Commandants in BSF, ITBP and SSB, only Male candidates are eligible.

"Explanation - A female, candidate, even if her name is there in the list of successful candidates as declared by UPSC, may not be appointed if she does not get allocated to CRPF or CISF on the basis of merit and choice indicated by successful candidates."

(III) Age Limits:

(a) A candidate must have attained the age of 20 years and must not have attained the age of 25 years on 1st August, 2009 , i.e. he/she must have been born not earlier than 2nd August, 1984 and not later than 1st August, 1989.


(b) The upper age limit prescribed above will be relaxable.

(i) Upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.

(ii) Upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.

(iii) upto a maximum of five years for Civilian Central Government Servants in accordance with the existing instructions of the Central Government. Ex-servicemen will also be eligible for this relaxation. However the total relaxation claimed on account of Government Service will be limited to 5 years.

(iv) Upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from 1st January, 1980 to the 31st day of December, 1989.

Note I : Candidates belonging to the Scheduled Castes and the Scheduled Tribes and the Other Backward Classes who are also covered under any other clause of Para 3(III)(b) above, viz. those coming under the category of Civilian Central Government Servants/ Ex-servicemen and persons domiciled in the State of Jammu & Kashmir, will be eligible for grant of cumulative age-relaxation under both the categories.

Note II : The term ex-servicemen will apply to the persons who are defined as ex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time.

Note III : The term "Civilian Central Government Servants" in Para 3 (III)(b)(iii) above will apply to persons who are defined as "Government Servants" in the Central Civil Services (Classification, Control and Appeal) Rules, 1965 as amended from time to time.

SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.

The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate.

No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted.

The expression Matriculation/Secondary Examination Certificate in this part of the instructions includes the alternative certificates mentioned above.

NOTE 1 : Candidates should note that once a Date of Birth has been claimed by them and entered in the records of the Commission for the purpose of admission to an Examination, no change will be allowed subsequently (or at any other Examination of the Commission) on any grounds whatsoever.

NOTE 2 : The candidate should exercise due care while entering their Date of Birth in Column 8 of the Application Form for the Examination. If on verification at any subsequent stage, any variation is found in their Date of Birth from the one entered in their Matriculation or equivalent Examination Certificate, disciplinary action will be taken by the Commission under the Rules.

IV Minimum Educational Qualifications : A candidate must hold a Bachelor’s degree of a University incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956 or posses an equivalent qualification.


NOTE 1 : Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination in the year 2009 will also be eligible for admission to the examination. Such candidates will be admitted to the examination if otherwise eligible but the admission would be deemed to be provisional and subject to cancellation if they do not produce proof of having passed the requisite examination along with the Detailed Application Form which will be required to be submitted to the Commission by the candidates who after qualifying on the result of the written part of the examination are also declared qualified in the Physical Standards/Physical Efficiency Tests and Medical Standards Tests.

NOTE II : In exceptional cases the Union Public Service Commission may treat a candidate who has not any of the foregoing qualifications as a qualified candidate, provided that he/she has passed an examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his/her admission to the examination.

NOTE III : Candidates possessing professional and technical qualifications which are recognised by Government as equivalent to professional and technical degree would also be eligible for admission to the examination.

V. Restriction on reappearance of candidates finally selected/ recommended earlier:

A candidate who has been finally selected on the basis of an earlier examination to the post of Assistant Commandants in any of the forces participating in the Central Police Forces (Assistant Commandants) Examination will not be eligible to appear at a subsequent examination for recruitment of Assistant Commandants in the participating CPFs.

VI Physical Standards :

Candidates must meet the prescribed Physical and Medical Standards for admission to Central Police Forces Examination (Assistant Commandants), 2009 specified in Appendix-VI of the Notice.

VII Possession of NCC ‘B’ or ‘C’ Certificates :

Possession of NCC ‘B’ or ‘C’ Certificate will be a desirable qualification. These qualifications will be given consideration at the time of Interview/ Personality Test only.

4. Fee:

Candidates residing in India seeking admission to examination must pay to the Commission a fee of Rs.100/- (Rupees One Hundred only) through a single Central Recruitment Fee Stamp. Candidates belonging to Scheduled Castes/Scheduled Tribes are not required to pay any fee. No fee exemption is, however, available to OBC Candidates and they are required to pay the prescribed fee, in full.

The Central Recruitment Fee Stamp of requisite denomination (NOT postage stamps) may be obtained from the post office and affixed on the application form in the space provided therein. The stamp must be got cancelled from the issuing Post Office with the date stamp of the post office in such a manner that the impression of the cancellation mark partially overflows on the application form itself but within the space provided on the form. The impression of the cancellation mark should be clear and distinct to facilitate the identification of date and the Post Office of issue. Candidates residing abroad should deposit the prescribed fee in the office of India’s High Commissioner, Ambassador or representative abroad as the case may be for credit to account head “051-Public Service Commission-Examination Fees” and attach the receipt with the application.

Candidates should note that the fee sent through Indian Postal Orders, Bank Draft, Money Order, Crossed Cheque, Currency notes, Treasury Challan, Postage Stamps etc. will not be accepted by the Commission and such applications will be treated as without fee and will be summarily rejected.

Intensive Training and guidance Course for selection of Police Constables in Central Police organization/ BSF, CISF, CRPF, ITBP etc.
Duration: 10 days, Course fees: Rs. 900/

For Assistant Commandants and Sub-Inspectors in Central Police Organisations:
Duration: 21 days

Course Fees: Rs. 1550/

Guidance course for M.B.A, M.C.A
Duration: 105

Fees : Rs. 1200/



B) Hostel Fees:

Lodging and Boarding will cost Rs. 50 per day since it is in located in rules.
