Basic Research, Education And Development (BREAD)
Invites applications for financial aid from the students who had excelled in public exams, but could not afford to study further.
During the year 2004-05, BREAD will offer scholarships in science and technology : Engineering, Computer Science, Medicine, Veterinary Science, Agriculture, Pharmacy, Polytechnics, Mathematics and Sciences.
BREAD and North South Foundation (NSF) have awarded over 2,000 Scholarships over the years.
The eligibility criteria include : a family income of less than Rs,38,000
(Rs.26,000 in rural areas) ; top five per cent ranks in Common Entrance Tests (CET) of 85 per cent marks in intermediate or equivalent examination with relaxation of five per cent to rural and girl students in ranks/percentages ; rank of first attempt preferred; coming from Government or Government aided schools only; first year students in the course of study chosen; students eligible for other scholarships will not normally be eligible for BREAD scholarships. Shortlised candidates will be interviewed before the final selection.

Scholarships are given by "NORTH SOUTH FOUNDATION" of USA, based on exam grades and family situation. The annual family income should be less than Rs 38000 in urban areas and Rs 26000 in rural areas. The scholarship amount mostly covers 100% of tuition fees and ranges from Rs 5000 to Rs 10000 per year.
If called for an interview, 50% of the travel cost will be reimbursed.
The North South Foundation provides scholarships to needy children who display academic excellence in India. The Foundation has distributed more than 2,000 scholarships to students who need financial support to pursue their quest for knowledge in engineering, medicine, polytechnic, science and other fields. The scholarship is an annual award and not a one-time payment. The student is eligible for the scholarship until graduation as long as the high academic standards are maintained.

தமிழகத்தின் நாளைய வரலாற்றை எழுச்சியுடனும் விழிப்புடனும் உருவாக்க வேண்டிய நமது இளைய சமுதாயம் குறிப்பாக இன்றைய இளைஞர்கள் புகையிலை சுவாசத்திலும் மதுவிலும் தங்களை முழுமையாய் ஈடுபடுத்திக் கொள்வதோடு நாளை வரலாற்றை உருவாக்கு முன் இன்றே எங்களை அழித்துக் கொள்கிறோம் என சொல்லாமல் சொல்லும் அவர்களது செயல்பாடுகள் மூத்த குடிமக்கள், அறிவு ஜீவிகள் மத்தியில் பெரும் கவலையை உருவாக்கி வருகின்றன. இன்றைய இளைஞர்கள் வெகு விரைவிலேயே போதை பழக்கத்திற்கு அடிமைப்பட்டு போவதற்கு யார் காரணம்? என அலசி ஆராய்வது பேதமைத் தனமாகும்.
சிறு பிள்ளையிடம் கேட்டால் கூட ஆட்சியாளர்கள் தாம் காரணமென்று உடனே சொல்லி விடுவார்கள். தமிழகத்தின் கடந்த கால வரலாற்றை பார்த்தாலே தெரியும்.
1970 க்கு முன்பு ஒரு இளைஞன் ஏதாவதொரு போதை பொருளை பெற வேண்டுமென நினைத்தால் அவ்வளவு எளிதில் அது அவனுக்கு கிடைத்து விடுவதில்லை. இடையில் எத்தனையோ குறுக்கீடுகள் பல நிலையில் அவனை சூழ்ந்து கொள்ளும். இத்தகைய சிரமத் திற்குள்ளும் அதை தேட வேண்டுமா? என்ற கேள்விக் குறியோடு அவன் தனது எண்ணத்தை மாற்றிக்கொண்டு நல் வழிக்கு வந்து விடுவது அன்றைய எதார்த்தமான நிலைபாடு.
ஆனால் இன்றைக்கு எவ்வளவு மாற்றம்? ஒவ்வொரு இளைஞனையும் வழிய தேடிவரும் நிலையில் போதைப் பொருள்கள் காணுமிடமெல்லாம் பாகுபாடில்லாமல் நிரம்பி வழிகிறது. பள்ளிக்கூடம், கல்லூரிகள், மருத்துவமனை வளாகம், பொழுதுபோக்கு கூடங்கள், வீதிகள், தோறும் என இலகுவாக கிடைக்கும் ஒரே விஷயம் கஞ்சா, மது, பீடி, சிகரெட், புகையிலை போன்ற போதைப் பொருள்களே !
இத்தகைய போதைப் புரட்சிக்கு வித்திட்டவர்கள் அந்நிய சதிகாரர்கள் அல்லர். சாட்சாத் நமது தமிழகத்தை கடந்த 40 ஆண்டு காலமாக ஆண்டு வரும் திராவிடக் கட்சிகளே ! என சொல்வதற்கு நமக்கு எவ்வளவு வெட்கமாகவும், வேதனையாகவும் இருக்கிறது.
திராவிட இயக்கத்தின் மூத்த தலைவர்களான பேரறிஞர் அண்ணாவும் தந்தை பெரியாரும் கண்ட கனவெல்லாம் தமிழகத்தின் இளைஞர்களை ஒழுக்க முள்ள அறிவு ஜீவிகளாக உருவாக்க வேண்டுமென்பது தான்! அதற்காகவே இயக்கம் கண்டு பல சோதனைகளை சந்தித்த அந்த உத்தம தலைவர்களின் அருமைத் தம்பிகள் என தங்களை மார்தட்டிக்கொள்ளும் இன்றைய ஆட்சியாளர்கள் நமது இளைஞர்களை போதைக்கு தூண்டுவதில் எவ்வளவு ஆர்வம் காட்டி வருகிறார்கள்?
அரசின் கஜானாவை நிரப்ப விலை மதிப்பில்லா நமது இளைஞர்களின் குறுதியும், உயிரும் தான் வேண்டுமா? ஊர் தோறும் ஆலயம் அமைப்போம் ! என்ற சொல் மாறி வீதி தோறும் டாஸ்மாக் அமைப்போம் என்றல்லவா முனைப்புக் காட்டுகிறார்கள்.
40 ஆண்டுகால திராவிடக்கட்சிகளின் ஆட்சிக்குரிய சாதனை களுக்கு மணிமகுடமாய் இருப்பது டாஸ்மாக் தானோ? ஒரு காலத்தில் துண்டு பீடி குடிப்பதற்கே சமூகத்திற்கு பயந்த இளைஞன் இன்று பள்ளிக்கூடம் செல்லும் போதே மது குடித்துவிட்டுப் போகும் அவலங்களும் அரங்கேற்றம் செய்யப்பட்டு வருகின்றன. பள்ளிக்கூடம் செல்லும் மாணாக்கரின் நெஞ்சத்தில் கல்விக்கண் திறந்த சரஸ்வதியின் நினைவு வரும் என்பது அந்தக் காலம். இன்றோ டாஸ்மாக்கின் நினைவல்லவோ? வருகிறது.
போதை மனிதனுக்கு கேடு என்று தான் எல்லா மதங்களும் போதிக்கின்றன. ஆனால் கடவுள் மதம் இவைகளை ஏற்றுக் கொள்ளாத நாத்திகர்கள் மட்டும் தான் போதைக்கு வெண் சாமரம் வீசுகின்றனர். இப்போது புரிகிறதா? இவர்களின் நாத்திக போக்குக்கு என்ன காரணமென்று போதையின் தீங்கை விவரிக்கும் போது முஸ்லிம்களின் புனித நூலான அல்குர்ஆனில் இவ்வாறு கூறப்படுகிறது. ‘வீணாக பொருளை விரயம் செய்யாதீர்கள்’ நிச்சயமாக பொருளை விரயம் செய்பவர்கள் ஷைத்தானின் சகோதரர்களாக இருக்கின்றனர். (அல்குர்ஆன் 17:26,27) வீண் விரயம் என இங்கு குறிப்பிடுவது மேற்குறிப்பிட்ட போதைப் பொருளுக்காக யார் காசை செலவழிக்கிறார்களோ? அதனையே குறிப்பிடுகிறது காசை கரியாக்காதே! என்ற மூத்தோர்களின் வழக்கு சொல்லும் பீடி, சிகரெட், மது போன்றவைகளையே குறிப்பிடுகிறது. ஒரு மனிதன் தன்னைத் தானே கொலை செய்து கொள்ள முயற்சி செய்யும் போது பிடிபட்டால் தற்கொலை முயற்சி என்ற பிரிவின் கீழ் கைது செய்யப்பட்டு சட்டத்தின் முன்பு தண்டிக்கப்படுகிறான். இதை இந்திய தண்டனை சட்டம் கூறுகிறது.
தற்கொலை முயற்சி என்பதற்கு என்ன அளவுகோல் வைத்திருக்கிறது சட்டம்? (Spot Death Suicide) ஒரே நேரத்தில் சாவதா? அல்லது (Slow Motion Suicide) கொஞ்சம் கொஞ்சமாக சாவதா? இரண்டுமே ஒன்று தான் என்றால் புகை மற்றும் மது பழக்கமுடையவர்களை ஏன் இந்த தண்டனை சட்டம் முன் நிறுத்தப்படுவதில்லை?
தற்கொலைக்குப் பயன்படுத்தப்படும் கொடிய விஷப் பொருட்களான அமோனியா, நிகோடின், ஹைட்ரஜன் சயனைடு, மெத்தனால், ஹெக்சாமைன், ஆல்கஹாலில் கலந்துள்ள எத்தனால், பூச்சிக்கொல்லி மருந்தில் கலந்துள்ள ஃபீனால், டி.டி.டி.(D.D.T) விஷம், கார் பேட்டரியில் கலந்துள்ள கேட்மியம், போன்ற பொருட்களைத் தானே பீடி, சிகரெட், மது போன்றவற்றில் கலக்கிறார்கள். இப்பொருட்களை நேரடியாக உட்கொண்டால் (Spot Death Suicide) உடனடி காரணம்! பீடி,சிகரெட்,மதுவாக உட்கொண்டால் (Slow Motion Suicide) மெதுவான மரணம்! இப்படித்தான் மருத்துவ ஆய்வாளர்கள் விளக்கம் தருகிறார்கள்.
ஆக தற்கொலை செய்வதும் குற்றமென்றால் செய்ய தூண்டுவதும் குற்றம் தானே? இன்றைக்கு ஆட்சியாளர்கள் இளைஞர்களை (Slow Motion Suicide) மெதுவான மரணத்தின் பக்கம் தூண்டி வரும் போது ஆட்சியாளர்களை யார் தண்டிப்பது?
இந்தியா முழுவதும் பொது இடங்களில் புகை பிடிக்கத் தடைச்சட்டம் கொண்டு வந்துள்ளது பாராட்டிற்குரியது ! (ஆனால் சட்டம் நடைமுறையில் இல்லை என்பது வேறு விஷயம்) அரசின் இந்த முயற்சிக்கு நல்லோர்கள் அனைவரும் துணை நிற்க வேண்டும் !
பீடி, சிகரெட், மூலம் வரும் ஆபத்துகள் அதை பயன்படுத்துவோருக்கு மட்டும் தான் என்பதல்ல, அவன் இழுத்து விடும் புகையை சுவாசிக்கும் பக்கத்து மனிதனுக்கும் சேர்ந்தே கேடு வருகிறது.
தவறு செய்பவன் ஒருவன் தண்டனையை அனுபவிப்பது மற்றொருவன் என்பது என்ன நியாயம்? புகை பிடிப்போரே கொஞ்சம் சிந்தியுங்கள் ! பொது இடங்களில் நீங்கள் இழுத்து விடும் புகையை சகிக்க் முடியாமல் எத்தனை பேர்கள் முகம் சுளித்து மூக்கை மூடுகின்றனர். அவர்களின் மன உளைச்சலை ஏன் உங்களால் புரிந்து கொள்ள முடிய வில்லை.
இதைப்பற்றி இஸ்லாத்தின் மாபெரும் தலைவராம் அண்ணல் முகம்மது நபி (ஸல்) அவர்கள் சொல்கிறார்கள்; “ஒருவன் அல்லாஹ்வையும் மறுமை நாளையும் நம்பி இருந்தால் அவன் தன் அருகிலிருப் போருக்கு இடைஞ்சல் செய்ய மாட்டான்’ (நபிமொழி – நூல்:புகாரி) பீடி, சிகரெட் பழக்கத்திற்கு அடிமையான முஸ்லிம்களே, உங்களின் செயல் இந்த நபிமொழிக்கு மாற்றமாக இருக்கும் பட்சத்தில் உங்களது மறுமை நாளின் நிலையை பற்றி யோசியுங்கள். எனது காசு நான் குடிக்கிறேன் இதை தடுக்க நீ யார் என வீராப்பு பேசுபவர்களைப் பற்றி முஸ்லிம்களின் புனித நூலான அல்குர்ஆனில் இறைவன் இவ்வாறு கூறுகிறான் ‘உங்கள் கைகளாலேயே (உங்களை) அழிவின் பால் போட்டுக் கொள்ளாதீர்கள்’(அல்குர்ஆன் 2:195) எவ்வளவு அற்புதமான வார்த்தை! பீடி, சிகரெட், மது போன்றவைகளுக்கு அடிமைப்பட்டவர்கள் கொஞ்சம் கொஞ்சமாக தங்களை அழித்து வருவதைத் தான் குர்ஆனும் தடுக்கிறது.
மதுவை ஒழிப்பதற்காக போராட்டக் களம் கண்டு கள்ளுக்கடை மறியலில் கைதாகி சிறை சென்ற முதல் பெண்கள் என்ற பெருமை கொண்ட தந்தைப் பெரியாரின் துணைவியார் நாகம்மையாரும், சகோதரி கண்ணம்மாவும் அமைத்து தந்த மது ஒழிப்பு போராட்டக் களம் நாடு முழுவதும் இன்னும் வேகமாக விரிவாக்கம் பெற வேண்டும். தந்தை பெரியாரின் கொள்கைகளை இன்றைய தலைமுறைக்கு எடுத்து சொல்ல எடுக்கப்பட்ட “பெரியார்” என்ற திரைப்படத்திற்கு ரூபாய் 95 லட்சத்தை மானியமாக வழங்கி பெருமைப்பட்டுக் கொண்டவர்கள் பெரியாரின் உயிரணைய கொள்கையான மது எதிர்ப்புக் கொள்கையை மட்டும் புறந்தள்ளியது ஏன்?
திரைப்படத்திற்கு கொடுத்த 95 லட்சத்தை பசுமைத் தாயகம் போன்ற மது ஒழிப்பு பிரச்சார இயக்கங்களுக்கு கொடுக்கப் பட்டிருந்தால் பெரியாரின் ஆன்மாவாவது இன்றைய திராவிட தம்பிமார்களை மன்னித்திருக்கும்.
ஒரு காலத்தில் இவன் பீடி, சிகரெட், மது குடிப்பவனா? என்று கோபத்துடன் கேட்ட நம் தமிழகத்தில் இன்று இவன் பீடி, சிகரெட், மது குடிக்காதவனா? என வியப்புடன் கேட்கத் தோன்றுகிறது. அந்தளவுக்கு நாட்டில் எங்கும் எப்போதும் போதைப் பொருள்கள் நிரம்பி காணப்படுகின்றன.
ஒவ்வொரு சமூகத்தின் இளைஞர்களுக்கும் ஒழுக்கநெறி வழிகாட்டியாக விளங்கக்கூடிய இறைப்பணியாளர்களில் சிலரும் கூட பீடி, சிகரெட், மது போன்ற போதைப் பொருளுக்கு அடிமைப்பட்டு போய் விட்ட கன்றாவியை என்னவென்று சொல்வது? மசூதி களின் இமாம்களில் சிலரும், தேவாலயங்களின் பாதிரிமார்களில் சிலரும், கோயில்களின் பூசாரிகளில் சிலரும் கூட பீடி, சிகரெட், பழக்கத்திற்கு அடிமைப்பட்டு போய் தாங்கள் செய்யும் இந்த தவற்றை பிறரின் பார்வையில் படும்படியாக செய்யும் இவர்களை முன்னிலைப்படுத்தி இறைவணக்கம் செய்வோர்கள் யோசிக்க வேண்டாமா? இதுபோன்ற தவற்றை செய்யும் ஆன்மீகப் பணியாளர்களை அந்தந்த இறைப்பணித் துவத்திலிருந்து உடனடியாக பணி நீக்கம் செய்யப்பட வேண்டும். அப்போது தான் இறைப்பணியும் தூய்மை யடையும். ஒவ்வொரு சமூகத்தின் பொறுப்பாளர்களும் இதில் கவனம் செலுத்த வேண்டும்.
அற்புதமான ஒரு இளைய சமுதாயத்தை வழி கெடுத்து விட்டதோடு நிற்காமல் அடுத்த தலை முறையையும் வழி கெடுக்கும் முயற்சியிலும் தற்போதைய ஆட்சியாளர்கள் ஈடுபட்டு வருவது ஆரோக்கிய மானதல்ல ! நல்லெண்ணம் கொண்டோரும் சிந்தனை வாதிகளும் அவசர,அவசியமாக மது, சிகரெட், பீடி போன்ற தீய செயல்களை எதிர்த்து தீவிர களப் போராட்டம் காண வேண்டிய தருணம் வந்துவிட்டது. இத்தகைய போராட்டத்திற்கு தாய்மார்களின் ஏகோபித்த நல்லாதரவும் கிடைக்கும் ! நாம் காணப்போகும் தீவிர மது ஒழிப்பு போராட்டம் போதையில்லா சமுதாயம் உருவாக்கும் புதிய விடியலாக இருக்கட்டும் !

ஒவ்வொரு சமூகத்தின் இளைஞர்களுக்கும் ஒழுக்கநெறி வழிகாட்டியாக விளங்கக்கூடிய இறைப்பணியாளர்களில் சிலரும் கூட பீடி, சிகரெட், மது போன்ற போதைப் பொருளுக்கு அடிமைப்பட்டு போய் விட்ட கன்றாவியை என்னவென்று சொல்வது? மசூதி களின் இமாம்களில் சிலரும், தேவாலயங்களின் பாதிரிமார்களில் சிலரும், கோயில்களின் பூசாரிகளில் சிலரும் கூட பீடி, சிகரெட், பழக்கத்திற்கு அடிமைப்பட்டு போய் தாங்கள் செய்யும் இந்த தவற்றை பிறரின் பார்வையில் படும்படியாக செய்யும் இவர்களை முன்னிலைப்படுத்தி இறைவணக்கம் செய்வோர்கள் யோசிக்க வேண்டாமா? இதுபோன்ற தவற்றை செய்யும் ஆன்மீகப் பணியாளர்களை அந்தந்த இறைப்பணித் துவத்திலிருந்து உடனடியாக பணி நீக்கம் செய்யப்பட வேண்டும். அப்போது தான் இறைப்பணியும் தூய்மை யடையும். ஒவ்வொரு சமூகத்தின் பொறுப்பாளர்களும் இதில் கவனம் செலுத்த வேண்டும்.

Ans : When you are young, nature protects you against all these irregularities. However, as you grow older, respect the biological clock.

Ans : Yes, most drugs have some side effects. However, modern anti-hypertensive drugs are extremely safe.

Ans : Yes. Lie down comfortably and put an aspirin tablet of any description under the tongue and ask someone to take you to the nearest coronary care unit without any delay and do not wait for the ambulance since most of the time, the ambulance does not turn up.
Qn: Do, in any way, low white blood cells and low hemoglobin count lead to heart problems?
Ans : No. But it is ideal to have normal hemoglobin level to increase your exercise capacity.
Qn: Sometimes, due to the hectic schedule we are not able to exercise. So, does walking while doing daily chores at home or climbing the stairs in the house, work as a substitute for exercise?
Ans : Certainly. Avoid sitting continuously for more than half an hour and even the act of getting out of the chair and going to another chair and sitting helps a lot.

Sometimes back I have brought it to the notice of our brethren about the need to make our children find the place in the echelon of the Govt. Of India and State Govt. like IAS/IPS, Deputy Collector/DSP in the world of dwindling charm of software professionalism. I have received encouraging responsive mails from our brothers. Well wishers may ponder over the imminent need of starting the training institution urgently. I have visited the academy established by Mr. Saidai Duraisamy, Ex. M.LA at Saidapet to train in Main Eaxamination for I.A.S/I.P.S. He is conduction the coaching free of cost of boarding and lodging. The Academy was successful in sending 26 persons out of 97 persons selected for the I.A.S/I.PS during current year. He is willing to take our recruits if preliminary training is conducted. He is also willing to spare a Course Director to guide us. I have meetings with Sadak Trust Chairman Mr. Hameed Abdul Qadir on 26.6.09 morning and handed over a project report to start preliminary training in his institution. 2o days’ back I have also met AIMs Eduacational Institution Correspondent Mr. Segu Jamaludin and requested him to explore the possibility of starting a training academy at Chennai or in his institution premises at Avadi. He said that he would consider after the admission to Engineering College is over.
I make fervent appeal to our brothers and sisters of Muslim community to open vistas of the employment in the Central and State Governments so as to ensure our proper representation and make their livelihood in decent way in the competitive world. Every Mugalla and Association should have an employment guidance bureau to help our brothers and sisters.

The Preliminary Examination consists of two papers of objective type
(Multiple choice question) carrying a maximum of 450 marks.
The question papers (test booklets) are set in English and Hindi

K) General questions commonly asked about the Central examinations:
Q1. Is there any relaxation in number of attempts for physically handicapped?
Ans. No . However physically handicapped candidates belonging to SC, ST and OBC categories will be eligible for relaxation in number of attempts provided to such categories.
Q2. Can a candidate who has completed his education from an open school/ University apply for Commission’s Examination’s
Ans. Yes, provided it is a recognized University and he possess the educational qualifications prescribed for the exam and is otherwise eligible.
Q3. Whether a candidate belonging to a community included in the OBC list of states but not in the Central list of OBCs is eligible for age relaxation, reservation etc. for Commission’s examinations?
Ans.No. Only candidates belonging to communities which are included in the Central list of OBC’s are eligible for such concessions.
L) Civil Service Examination
Q.1. Can a candidate choose an optional subject, which he has not studied at graduate/PG level?
Ans. Yes.
Q.2. Is it necessary for a candidate to take the same optional subject in the Main Exam, which he had taken in the prelims Examination?
Ans. No.
Q.3. If a candidate has applied for the CS (P) Examination but has not appeared at any paper in the CS(P) examination will it be counted as an attempt?
Ans. No. An attempt is counted only if a candidate has appeared in at least one paper in CS (P) Examination.
Q4. Is a candidate who has done his graduation without passing class X and class X11 eligible for Civil Service Examination?
Ans. Yes.
Q.5. Can a candidate write different papers of Civil Service (Main) Examination in different languages?
Ans. No, Candidates have the option to write their answers either in English or in any one of the Eighth schedule languages.
Q.6. Can a candidate write the Civil Service (Main) Examination in English and take the interview in Hindi or any other Indian language?
Ans. If a candidate opts an Eighth schedule language for the CS (Main) Examination he will have the option to take the interview in same language or in English.

11) .No.11/3/2008-E.1(B) : The Union Public Service Commission will hold a Written Examination on 11th October, 2009 for recruitment of Assistant Commandants (Group A) in the Central Police Forces (CPF) viz. Border Security Force (BSF), Central Reserve Police Force (CRPF), Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP) and Sashastra Seema Bal (SSB). The Examination will be held in accordance with the Rules for the Examination published by Ministry of Home Affairs in the Gazette of India dated 9th May, 2009 . IMPORTANT
1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:
The candidates applying for the examination should ensure that they fulfil all eligibility conditions for admission to the Examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions.
Mere issue of admission certificate to the candidates will not imply that his/her candidature has been finally cleared by the commission.
Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test.
2. APPLICATION FORM::
Candidates must apply in the Common Application Form devised by the Commission for its examination, which can be purchased from the designated Head Post Offices/Post Offices (specified in Appendix-III of the Notice) throughout the country against cash payment of Rs. 20/- (Rupees Twenty only). Each such Form can be used once and only for one examination.
In case of any difficulty in obtaining Application Form from the designated HPO's/POs, the candidates should immediately contact the concerned Post Master or UPSC's "Form Supply Monitoring Cell " over Telephone No. 011-23389366/Fax No. 011-23387310.
Candidates are advised to read carefully the "Instructions for filling up the Application Form" given in Appendix-II of this Notice.
3. LAST DATE FOR RECEIPT OF APPLICATIONS:
All applications must reach the "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069" either by hand or by Post/Speed Post or by Courier, on or before the 08th June, 2009
Candidates should note that applications will be received by hand, only one at a time, at the designated counter(s) and not in bulk, till 5 PM only.
However, in respect of candidates residing abroad or in certain remote areas specified in Para 6 of this Notice, the last date for receipt of application by Post/Speed Post only (not by hand or by Courier) is 15th June, 2009
4. PENALTY FOR WRONG ANSWERS:
Candidates should note that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question Papers.
5. FACILITATION COUNTER FOR GUIDANCE OF CANDIDATES :
In case of any guidance/information/clarification regarding their applications, candidature etc. candidates can contact UPSC’s Facilitation Counter near Gate ‘C’ of its campus in person or over Telephone No. 011-23385271 /011-23381125 /011-23098543 on working days between 10.00 hrs. and 17.00 hrs.
6. Mobile Phone Not Allowed:
(a) Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.
(b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangement for safekeeping can not be assured.
7. Candidates are advised not to bring any valuables/costly items to the Examination Halls, as safe keeping of the same cannot be assured. Commission will not be responsible for any loss in this regard.

The Centres as mentioned above are liable to be changed at the discretion of the Commission. While every effort will be made to allot the candidates to the Centre of their choice for the Examination, the Commission may, at their discretion allot a different Centre to a candidate, when circumstances so warrant. Candidates admitted to the Examination will be informed of the timetable and place or places of Examination.
The candidates should note that no request for change of Centre would normally be granted. However, when a candidate desires a change in Centre from the one he/she had indicated in his/her Application Form for the Examination, he/she must send a letter addressed to the Secretary, Union Public Service Commission, giving full justification as to why he/she desires a change in centre. Such requests will be considered on merits but requests received in the Commission’s Office after 8th July, 2009 will not be entertained under any circumstances nor will such communications be replied to.
3. ELIGIBILITY CONDITIONS :
(I) Nationality : No person who is not a citizen of India shall, except with the consent of the Central Government signified in writing be appointed or employed under these Rules.
Provided that nothing contained in these rules shall debar the appointment, enrolment or employment of a subject of Nepal or Bhutan under these rules.
(II) Sex: Both Male and Female candidates are eligible for appointment to the post of Assistant Commandants in CRPF and CISF. However, for appointment to the post of Assistant Commandants in BSF, ITBP and SSB, only Male candidates are eligible.
"Explanation - A female, candidate, even if her name is there in the list of successful candidates as declared by UPSC, may not be appointed if she does not get allocated to CRPF or CISF on the basis of merit and choice indicated by successful candidates."
(III) Age Limits:
(a) A candidate must have attained the age of 20 years and must not have attained the age of 25 years on 1st August, 2009 , i.e. he/she must have been born not earlier than 2nd August, 1984 and not later than 1st August, 1989.
(b) The upper age limit prescribed above will be relaxable.
(i) Upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.
(ii) Upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
(iii) upto a maximum of five years for Civilian Central Government Servants in accordance with the existing instructions of the Central Government. Ex-servicemen will also be eligible for this relaxation. However the total relaxation claimed on account of Government Service will be limited to 5 years.
(iv) Upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from 1st January, 1980 to the 31st day of December, 1989.
Note I : Candidates belonging to the Scheduled Castes and the Scheduled Tribes and the Other Backward Classes who are also covered under any other clause of Para 3(III)(b) above, viz. those coming under the category of Civilian Central Government Servants/ Ex-servicemen and persons domiciled in the State of Jammu & Kashmir, will be eligible for grant of cumulative age-relaxation under both the categories.
Note II : The term ex-servicemen will apply to the persons who are defined as ex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time.
Note III : The term "Civilian Central Government Servants" in Para 3 (III)(b)(iii) above will apply to persons who are defined as "Government Servants" in the Central Civil Services (Classification, Control and Appeal) Rules, 1965 as amended from time to time.
SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.
The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate.
No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted.
The expression Matriculation/Secondary Examination Certificate in this part of the instructions includes the alternative certificates mentioned above.
NOTE 1 : Candidates should note that once a Date of Birth has been claimed by them and entered in the records of the Commission for the purpose of admission to an Examination, no change will be allowed subsequently (or at any other Examination of the Commission) on any grounds whatsoever.
NOTE 2 : The candidate should exercise due care while entering their Date of Birth in Column 8 of the Application Form for the Examination. If on verification at any subsequent stage, any variation is found in their Date of Birth from the one entered in their Matriculation or equivalent Examination Certificate, disciplinary action will be taken by the Commission under the Rules.
IV Minimum Educational Qualifications : A candidate must hold a Bachelor’s degree of a University incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956 or posses an equivalent qualification.
NOTE 1 : Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination in the year 2009 will also be eligible for admission to the examination. Such candidates will be admitted to the examination if otherwise eligible but the admission would be deemed to be provisional and subject to cancellation if they do not produce proof of having passed the requisite examination along with the Detailed Application Form which will be required to be submitted to the Commission by the candidates who after qualifying on the result of the written part of the examination are also declared qualified in the Physical Standards/Physical Efficiency Tests and Medical Standards Tests.
NOTE II : In exceptional cases the Union Public Service Commission may treat a candidate who has not any of the foregoing qualifications as a qualified candidate, provided that he/she has passed an examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his/her admission to the examination.
NOTE III : Candidates possessing professional and technical qualifications which are recognised by Government as equivalent to professional and technical degree would also be eligible for admission to the examination.
V. Restriction on reappearance of candidates finally selected/ recommended earlier:
A candidate who has been finally selected on the basis of an earlier examination to the post of Assistant Commandants in any of the forces participating in the Central Police Forces (Assistant Commandants) Examination will not be eligible to appear at a subsequent examination for recruitment of Assistant Commandants in the participating CPFs.
VI Physical Standards :
Candidates must meet the prescribed Physical and Medical Standards for admission to Central Police Forces Examination (Assistant Commandants), 2009 specified in Appendix-VI of the Notice.
VII Possession of NCC ‘B’ or ‘C’ Certificates :
Possession of NCC ‘B’ or ‘C’ Certificate will be a desirable qualification. These qualifications will be given consideration at the time of Interview/ Personality Test only.
4. Fee:
Candidates residing in India seeking admission to examination must pay to the Commission a fee of Rs.100/- (Rupees One Hundred only) through a single Central Recruitment Fee Stamp. Candidates belonging to Scheduled Castes/Scheduled Tribes are not required to pay any fee. No fee exemption is, however, available to OBC Candidates and they are required to pay the prescribed fee, in full.
The Central Recruitment Fee Stamp of requisite denomination (NOT postage stamps) may be obtained from the post office and affixed on the application form in the space provided therein. The stamp must be got cancelled from the issuing Post Office with the date stamp of the post office in such a manner that the impression of the cancellation mark partially overflows on the application form itself but within the space provided on the form. The impression of the cancellation mark should be clear and distinct to facilitate the identification of date and the Post Office of issue. Candidates residing abroad should deposit the prescribed fee in the office of India’s High Commissioner, Ambassador or representative abroad as the case may be for credit to account head “051-Public Service Commission-Examination Fees” and attach the receipt with the application.
Candidates should note that the fee sent through Indian Postal Orders, Bank Draft, Money Order, Crossed Cheque, Currency notes, Treasury Challan, Postage Stamps etc. will not be accepted by the Commission and such applications will be treated as without fee and will be summarily rejected.

IMPORTANT
1. CANDIDATES TO ENSURE THEIR ELIGIBILITY FOR THE EXAMINATION:
The candidates applying for the examination should ensure that they fulfil all eligibility conditions for admission to the Examination. Their admission at all the stages of the examination will be purely provisional subject to satisfying the prescribed eligibility conditions.
Mere issue of admission certificate to the candidates will not imply that his/her candidature has been finally cleared by the commission.
Commission take up verification of eligibility conditions with reference to original documents only after the candidate has qualified for Interview/Personality Test.
2. APPLICATION FORM::
Candidates must apply in the Common Application Form devised by the Commission for its examination, which can be purchased from the designated Head Post Offices/Post Offices (specified in Appendix-III of the Notice) throughout the country against cash payment of Rs. 20/- (Rupees Twenty only). Each such Form can be used once and only for one examination.
In case of any difficulty in obtaining Application Form from the designated HPO's/POs, the candidates should immediately contact the concerned Post Master or UPSC's "Form Supply Monitoring Cell " over Telephone No. 011-23389366/Fax No. 011-23387310.
Candidates are advised to read carefully the "Instructions for filling up the Application Form" given in Appendix-II of this Notice.
3. LAST DATE FOR RECEIPT OF APPLICATIONS:
All applications must reach the "Secretary, Union Public Service Commission, Dholpur House, Shahjahan Road, New Delhi-110069" either by hand or by Post/Speed Post or by Courier, on or before the 08th June, 2009
Candidates should note that applications will be received by hand, only one at a time, at the designated counter(s) and not in bulk, till 5 PM only.
However, in respect of candidates residing abroad or in certain remote areas specified in Para 6 of this Notice, the last date for receipt of application by Post/Speed Post only (not by hand or by Courier) is 15th June, 2009
4. PENALTY FOR WRONG ANSWERS:
Candidates should note that there will be penalty (Negative Marking) for wrong answers marked by a candidate in the Objective Type Question Papers.
5. FACILITATION COUNTER FOR GUIDANCE OF CANDIDATES :
In case of any guidance/information/clarification regarding their applications, candidature etc. candidates can contact UPSC’s Facilitation Counter near Gate ‘C’ of its campus in person or over Telephone No. 011-23385271 /011-23381125 /011-23098543 on working days between 10.00 hrs. and 17.00 hrs.
6. Mobile Phone Not Allowed:
(a) Mobile phones, pagers or any other communication devices are not allowed inside the premises where the examination is being conducted. Any infringement of these instructions shall entail disciplinary action including ban from future examinations.
(b) Candidates are advised in their own interest not to bring any of the banned items including mobile phones/pagers to the venue of the examination, as arrangement for safekeeping can not be assured.
7. Candidates are advised not to bring any valuables/costly items to the Examination Halls, as safe keeping of the same cannot be assured. Commission will not be responsible for any loss in this regard.

The Centres as mentioned above are liable to be changed at the discretion of the Commission. While every effort will be made to allot the candidates to the Centre of their choice for the Examination, the Commission may, at their discretion allot a different Centre to a candidate, when circumstances so warrant. Candidates admitted to the Examination will be informed of the timetable and place or places of Examination.
The candidates should note that no request for change of Centre would normally be granted. However, when a candidate desires a change in Centre from the one he/she had indicated in his/her Application Form for the Examination, he/she must send a letter addressed to the Secretary, Union Public Service Commission, giving full justification as to why he/she desires a change in centre. Such requests will be considered on merits but requests received in the Commission’s Office after 8th July, 2009 will not be entertained under any circumstances nor will such communications be replied to.
3. ELIGIBILITY CONDITIONS :
(I) Nationality : No person who is not a citizen of India shall, except with the consent of the Central Government signified in writing be appointed or employed under these Rules.
Provided that nothing contained in these rules shall debar the appointment, enrolment or employment of a subject of Nepal or Bhutan under these rules.
(II) Sex: Both Male and Female candidates are eligible for appointment to the post of Assistant Commandants in CRPF and CISF. However, for appointment to the post of Assistant Commandants in BSF, ITBP and SSB, only Male candidates are eligible.
"Explanation - A female, candidate, even if her name is there in the list of successful candidates as declared by UPSC, may not be appointed if she does not get allocated to CRPF or CISF on the basis of merit and choice indicated by successful candidates."
(III) Age Limits:
(a) A candidate must have attained the age of 20 years and must not have attained the age of 25 years on 1st August, 2009 , i.e. he/she must have been born not earlier than 2nd August, 1984 and not later than 1st August, 1989.
(b) The upper age limit prescribed above will be relaxable.
(i) Upto a maximum of five years if a candidate belongs to a Scheduled Caste or a Scheduled Tribe.
(ii) Upto a maximum of three years in the case of candidates belonging to Other Backward Classes who are eligible to avail of reservation applicable to such candidates.
(iii) upto a maximum of five years for Civilian Central Government Servants in accordance with the existing instructions of the Central Government. Ex-servicemen will also be eligible for this relaxation. However the total relaxation claimed on account of Government Service will be limited to 5 years.
(iv) Upto a maximum of five years if a candidate had ordinarily been domiciled in the State of Jammu & Kashmir during the period from 1st January, 1980 to the 31st day of December, 1989.
Note I : Candidates belonging to the Scheduled Castes and the Scheduled Tribes and the Other Backward Classes who are also covered under any other clause of Para 3(III)(b) above, viz. those coming under the category of Civilian Central Government Servants/ Ex-servicemen and persons domiciled in the State of Jammu & Kashmir, will be eligible for grant of cumulative age-relaxation under both the categories.
Note II : The term ex-servicemen will apply to the persons who are defined as ex-servicemen in the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time.
Note III : The term "Civilian Central Government Servants" in Para 3 (III)(b)(iii) above will apply to persons who are defined as "Government Servants" in the Central Civil Services (Classification, Control and Appeal) Rules, 1965 as amended from time to time.
SAVE AS PROVIDED ABOVE THE AGE LIMITS PRESCRIBED CAN IN NO CASE BE RELAXED.
The date of birth accepted by the Commission is that entered in the Matriculation or Secondary School Leaving Certificate or in a certificate recognised by an Indian University as equivalent to Matriculation or in an extract from a Register of Matriculates maintained by a University, which extract must be certified by the proper authority of the University or in the Higher Secondary or an equivalent examination certificate.
No other document relating to age like horoscopes, affidavits, birth extracts from Municipal Corporation, service records and the like will be accepted.
The expression Matriculation/Secondary Examination Certificate in this part of the instructions includes the alternative certificates mentioned above.
NOTE 1 : Candidates should note that once a Date of Birth has been claimed by them and entered in the records of the Commission for the purpose of admission to an Examination, no change will be allowed subsequently (or at any other Examination of the Commission) on any grounds whatsoever.
NOTE 2 : The candidate should exercise due care while entering their Date of Birth in Column 8 of the Application Form for the Examination. If on verification at any subsequent stage, any variation is found in their Date of Birth from the one entered in their Matriculation or equivalent Examination Certificate, disciplinary action will be taken by the Commission under the Rules.
IV Minimum Educational Qualifications : A candidate must hold a Bachelor’s degree of a University incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University under Section-3 of the University Grants Commission Act, 1956 or posses an equivalent qualification.
NOTE 1 : Candidates who have appeared at an examination the passing of which would render them educationally qualified for the Commission’s examination but have not been informed of the results as also the candidates who intend to appear at such a qualifying examination in the year 2009 will also be eligible for admission to the examination. Such candidates will be admitted to the examination if otherwise eligible but the admission would be deemed to be provisional and subject to cancellation if they do not produce proof of having passed the requisite examination along with the Detailed Application Form which will be required to be submitted to the Commission by the candidates who after qualifying on the result of the written part of the examination are also declared qualified in the Physical Standards/Physical Efficiency Tests and Medical Standards Tests.
NOTE II : In exceptional cases the Union Public Service Commission may treat a candidate who has not any of the foregoing qualifications as a qualified candidate, provided that he/she has passed an examination conducted by the other Institutions, the standard of which in the opinion of the Commission justifies his/her admission to the examination.
NOTE III : Candidates possessing professional and technical qualifications which are recognised by Government as equivalent to professional and technical degree would also be eligible for admission to the examination.
V. Restriction on reappearance of candidates finally selected/ recommended earlier:
A candidate who has been finally selected on the basis of an earlier examination to the post of Assistant Commandants in any of the forces participating in the Central Police Forces (Assistant Commandants) Examination will not be eligible to appear at a subsequent examination for recruitment of Assistant Commandants in the participating CPFs.
VI Physical Standards :
Candidates must meet the prescribed Physical and Medical Standards for admission to Central Police Forces Examination (Assistant Commandants), 2009 specified in Appendix-VI of the Notice.
VII Possession of NCC ‘B’ or ‘C’ Certificates :
Possession of NCC ‘B’ or ‘C’ Certificate will be a desirable qualification. These qualifications will be given consideration at the time of Interview/ Personality Test only.
4. Fee:
Candidates residing in India seeking admission to examination must pay to the Commission a fee of Rs.100/- (Rupees One Hundred only) through a single Central Recruitment Fee Stamp. Candidates belonging to Scheduled Castes/Scheduled Tribes are not required to pay any fee. No fee exemption is, however, available to OBC Candidates and they are required to pay the prescribed fee, in full.
The Central Recruitment Fee Stamp of requisite denomination (NOT postage stamps) may be obtained from the post office and affixed on the application form in the space provided therein. The stamp must be got cancelled from the issuing Post Office with the date stamp of the post office in such a manner that the impression of the cancellation mark partially overflows on the application form itself but within the space provided on the form. The impression of the cancellation mark should be clear and distinct to facilitate the identification of date and the Post Office of issue. Candidates residing abroad should deposit the prescribed fee in the office of India’s High Commissioner, Ambassador or representative abroad as the case may be for credit to account head “051-Public Service Commission-Examination Fees” and attach the receipt with the application.
Candidates should note that the fee sent through Indian Postal Orders, Bank Draft, Money Order, Crossed Cheque, Currency notes, Treasury Challan, Postage Stamps etc. will not be accepted by the Commission and such applications will be treated as without fee and will be summarily rejected.
NOTE I : APPLICATIONS NOT ACCOMPANIED BY THE PRESCRIBED FEE (UNLESS REMISSION OF FEE IS CLAIMED) SHALL BE SUMMARILY REJECTED.

6. Physical Efficiency Test Endurance Test - Running 400 mtrs. in 2 minutes. Successful candidate have to undergo PET as follows:-

Note: It is not necessary to qualify in Physical Efficiency Test for the movement to the next phase of selection i.e. Written Test. However the marks obtained by them in the Physical Efficiency Test will be taken into account for the purpose of computing marks for their selection.

Please Note: The Govt. of Tamilnadu in its advertisement No: 1/2009 dated 27/6/09 has called for the recruitment of 2080 Men police/jail warder recruitments and 1200 women police/ jail warder recruitments. The last date for the receipt of the application is 29.7.09 and the written examination is scheduled on 25.10.09.
